She should be able to fly already, but if you want her to be able to carry you then you'll need the Fly HM, and if you aren't a Breeder you'll need the badge from one of the gyms. I know that you can get the Fly HM from the Cianwood City Gym, but I don't know which badge you'll need to get to be able to use it.

I don't know what you can do if you can't see. The animals who I've met who couldn't see were all eaten by predators pretty quickly. I always thought that the same thing would happen to humans who couldn't see.
